EDITORIAL POLICY
RESPONSIBILITIES OF THE EDITORIAL BOARD
The Editor-in-Chief / section editors / members of the Editorial Board (hereinafter – the Editorial Board) are responsible for deciding which submitted manuscripts will be published. The Editorial Board follows the Journal’s editorial policy and acts within the framework of current legislation concerning publishing activity and copyright.
The Editorial Board reserves the right to reject submitted manuscripts if they do not meet the required standards in terms of content and formal criteria. Within two months from the submission date, the Editorial Board informs the author whether the manuscript corresponds to the Journal’s scope. Within no more than six months from the submission date, the Editorial Board informs the authors, based on peer review results, whether the manuscript is accepted for publication or rejected.
Members of the Editorial Board must avoid conflicts of interest regarding manuscripts under consideration. If a member has a conflict of interest concerning a manuscript, he or she must refrain from selecting reviewers and from participating in editorial decisions related to the manuscript.
The Editorial Board evaluates manuscripts solely on the basis of their scientific content without racial, gender, sexual, religious, ethnic, or political bias.
The Editorial Board may not use unpublished materials disclosed in submitted manuscripts without the written consent of the authors. Information and ideas contained in submitted manuscripts must remain confidential and may not be used for personal benefit.
All materials submitted to the Journal are subject to peer review by independent experts/reviewers selected and appointed either at regular meetings of the Editorial Board or by the Editor-in-Chief / section editor. The Journal adheres to the principle of “single-blind review,” where the reviewer’s identity is not disclosed to the author. By decision of the Editor-in-Chief / section editor, a “double-blind review” procedure may also be applied, where reviewers are unaware of the authors’ identities as well. The Editorial Board takes all reasonable measures to ensure reviewer anonymity before, during, and after the review process.
RESPONSIBILITIES OF AUTHORS
Authors guarantee that the manuscript is their original work, has not been published previously, and is neither submitted nor under consideration elsewhere. Simultaneous submission of the same manuscript to another journal constitutes unethical behavior and is grounds for withdrawal of the manuscript from consideration.
If the submitted manuscript is the result of a research project or if its preliminary version was presented at a conference as an oral presentation (under the same or similar title), detailed information about the project, conference, etc., must be provided in the section “Funding”.
Each author guarantees that manuscripts submitted to the Journal comply with standards of scientific ethics. Authors must also ensure that the manuscript does not contain unfounded or unlawful statements and does not violate the rights of third parties. The publisher bears no legal responsibility for any compensation claims.
Reporting Standards
As a basis for scientific communication, the Journal ensures that all published articles contain sufficient information to enable others to reproduce the described work. Submitted manuscripts must provide sufficient detail and references so that reviewers and readers can verify the claims made, including full information about methods, time frames, etc.
Authors bear full responsibility for the content of their materials and must ensure that they have permission from all involved parties to disclose the content.
Authors confirm that data protection regulations, ethical standards, third-party copyrights, and other rights have been respected during data collection, processing, and sharing.
Authors intending to include figures, tables, or other materials previously published elsewhere must obtain permission from the copyright holder. Any material submitted without such evidence is assumed to belong to the authors.
Authorship
Authors must ensure that only contributors who made a significant contribution to the manuscript are listed as authors. If individuals other than the authors contributed substantially to the research project or manuscript preparation, their contribution should be acknowledged in a footnote or in the “Acknowledgements” section.
Authors must comply with the authorship criteria established by the International Committee of Medical Journal Editors (ICMJE). An author must:
- make a substantial contribution to the conception or design of the work, or to data collection, analysis, or interpretation;
- participate in drafting the work or critically revising its important intellectual content;
- approve the final version to be published and agree to be accountable for all aspects of the work;
- ensure that issues related to the accuracy or integrity of any part of the work are appropriately investigated and resolved;
- agree to be listed as an author and approve the complete list of authors.
Adding or removing authors during the editorial process is permitted only with justified explanations submitted to the Editorial Board and publisher. Attempts to include persons who did not make a sufficient contribution will be regarded as unethical conduct.
Sources of Information and Citation
Authors must properly cite sources that significantly influenced their research and manuscript. Information obtained through private conversations or correspondence, during review of project applications, manuscripts, or similar materials, may not be used without written permission from the source.
Plagiarism
Plagiarism, namely the use of others’ ideas, texts, or creative work as one’s own, constitutes a serious violation of scientific ethics.
Plagiarism may also involve copyright infringement and can become grounds for legal action. Plagiarism includes:
- literal or near-literal copying or deliberate paraphrasing of another author’s work without proper citation or quotation marks;
- copying equations, figures, or tables from another work without proper reference and/or permission from the copyright holder.
All submitted manuscripts are checked for plagiarism using software tools (StrikePlagiarism) and expert assessment. Any manuscript containing evident plagiarism will be automatically rejected, and additional sanctions may be imposed by the Editorial Board.
If plagiarism is detected in an already published article, the Editorial Board will retract the article in accordance with the Retraction Policy described below.
Funding Information
If the article results from a funded project, authors must indicate the funding source according to the following format:
“This work was fully/partially supported by [Funding Agency], Grant No. [number], [year].”
Conflict of Interest
Authors must disclose any financial or other significant conflicts of interest that could influence the results or their interpretation, or declare the absence of conflicts of interest.
Authors must report both financial and non-financial conflicts in the cover letter and mention at least those that may influence readers’ perception of the content.
The source of research funding and its role in study design, implementation, data analysis, and publication preparation must be indicated.
Publications in the Journal must not contain advertising content promoting commercial products unless explicitly marked as advertising.
PERSONAL DATA PROTECTION
All authors submitting manuscripts must provide an ORCID identifier. ORCID IDs of all authors and co-authors are added to manuscript metadata and published together with the article upon acceptance.
For publication services, the Journal collects and processes personal data including:
- full name;
- academic degree and title;
- position and institutional affiliation;
- contact phone number;
- email address;
- ORCID identifier.
Failure to provide necessary personal data may prevent the Journal from effectively providing publication services.
Personal data may be used for:
- publication services;
- responding to authors’ inquiries.
Part of the personal data identifying the author may be transferred to international scientometric databases, information systems, and electronic libraries.
The Journal stores personal data indefinitely for handling potential issues related to published articles, such as copyright disputes or unpaid fees.
Personal data entered on the Journal website will be used exclusively for the purposes stated above and will not be shared with third parties for other purposes.
ETHICAL AND SAFETY CONSIDERATIONS
If access to data is restricted for ethical or security reasons, the manuscript must include:
- a description of data restrictions;
- the opinion of an institutional review board or equivalent body regarding data sharing;
- sufficient information enabling readers or reviewers to request access to the data and understand the conditions under which access may be granted.
FUNDAMENTAL ERRORS IN PUBLISHED WORKS
If authors discover significant errors or inaccuracies in their published work, they must immediately notify the Editor-in-Chief or publisher and cooperate in retracting or correcting the article.
By submitting a manuscript, authors agree to comply with the Journal’s editorial policy.
PEER REVIEW
Submitted manuscripts undergo a double-blind peer review process. The purpose of peer review is to assist the Editorial Board in editorial decision-making and help authors improve their manuscripts.
Reviewers are selected by the Editorial Board, Editor-in-Chief, or section editor. Reviewers must be experts in the manuscript’s subject area and, whenever possible, must not be affiliated with the same institution as the authors or have recent joint publications with them.
Each manuscript must be accompanied by a recommendation from a member of the National Academy of Sciences of Ukraine who is not a co-author of the work. The recommendation should address relevance, novelty, publication appropriateness, consistency between results and objectives, and validity of conclusions.
The reviewer must not know the contents of this recommendation. If the reviewer’s report contains substantial comments, additional reviewers may be appointed.
The Editorial Board may request additional information, including raw data, if necessary for evaluating the scientific significance of the manuscript.
The Editorial Board ensures quality control of reviews and adherence to academic integrity standards.
Members of the Editorial Board may submit their own manuscripts to the Journal, but in such cases they are excluded from editorial handling of their submission.
RESPONSIBILITIES OF REVIEWERS
Reviewers must not have conflicts of interest related to the manuscript, authors, or funding sources. If such conflicts exist, reviewers must immediately inform the Journal.
If reviewers feel unqualified to review a manuscript or cannot complete the review within the required time, they must notify the Journal promptly.
Reviewers must provide competent, objective, and timely written assessments of the manuscript’s scientific value within three weeks after receiving it, or request additional time if necessary.
Reviewers evaluate:
- relevance to the Journal’s scope;
- topicality of the research;
- originality and scientific novelty;
- quality of presentation and scientific methodology.
Reviewers must inform the Journal about suspected ethical violations, uncited relevant works, substantial similarity with other manuscripts, or simultaneous submission elsewhere.
Reviews must be objective; personal criticism of authors is inappropriate.
All manuscripts received for review are confidential documents and may not be used for personal advantage.
COMPLAINTS AND APPEALS PROCEDURE
Anyone may report suspected unethical conduct or malpractice to the editors or editorial office at any time by providing relevant information and evidence.
The Editorial Board determines whether an investigation should be initiated. If a member of the Editorial Board is involved in the complaint, they are excluded from the investigation and decision-making process.
All evidence is treated confidentially. The accused party always has the right to respond.
If misconduct is confirmed, sanctions may range from a warning to article retraction and notification of the relevant institution.
The Editorial Board follows the principles and recommendations of the Committee on Publication Ethics (COPE).
RETRACTION POLICY
Violations including duplicate submissions, duplicate publication, false authorship claims, plagiarism, fraudulent data use, data fabrication, major errors, unethical research, or other serious misconduct may require article retraction.

The original article remains accessible but marked as “Retracted” in the PDF version.
